We took an early opportunity of putting matters right
by explaining to Mr. Maze through Mr. Stephenson the
necessity of his following the usual procedure of
communicating to His Majesty's Government through the
Minister in Peking.
In the present case some confusion has been
caused by the fact that Sir C. Clementi appears to have
kept nobody informed of the progress of events since he
initiated his discussions with Mr. Maze in July last on
the subject of the proposed agreement between Hongkong
and China with regard to the Chinese Maritime Customs.
The only communication that appears to have been received
from him is his despatch to the Colonial Office of the
1st August copy of which was transmitted to us in Colonial Office letter No. 62847/29 of the 7th October.
As you
will see from the terms of my private telegram to Sir
M. Lampson of October 28th, copy of which is enclosed
herein, we are somewhat perturbed at Sir C. Clementi's
method/
